首都机场高速公路疏堵对策分析

首都机场高速公路收费政策改变后,出现了更加严重的交通拥堵问题。对首都机场高速公路政策改变前后高峰时段的交通流量、流向调查数据进行分析,利用交通供需平衡的分析方法,寻求交通拥堵的具体成因及解决措施。提出通过提高交通供给能力;加强后期运营管理,提高服务水平;加强公交优先服务理念,优化交通结构;强化交通需求管理理念的实施力度等对策措施,以求全方位、多角度解决首都机场高速公路的交通拥堵问题。

Analysis on the Capital Airport Expressway Congestion Relieve Strategies

After the change of the pricing policy,traffic flow on the capital airport expressway has not been improved and the congestion is getting worse.Firstly,this paper compares the peak-hour traffic volume（in peak traffic direction only） before and after the policy change.Then,the paper uses the balancing traffic supply and demand analysis method to investigate the cause of congestions and to propose the traffic congestion countermeasures.In order to comprehensively solve the traffic congestion problems on the capital airport expressway,some suggestions are made at the end of the paper such as enhancing roadway traffic capacity,strengthening the operational management,improving service level,strengthening the public transit priority service concept,optimizing traffic structure,strengthening traffic demand management concept and etc.
