Focusing on the characteristics of transportation system and transportation big data, the concepts and strate-gies of urban transportation development, the paper discusses several potential and noticeable problems such as lack of high-level decision-making support system, overgeneralization of internet vehicle technolo-gy, insufficient innovations in transportation theory, ITS system construction without integration, and etc. The paper points out that ITS development should be line with urban development strategies and take a full advantage of big data technology. Finally, the paper outlines the development directions and key tasks in ITS development.
