| 摘 要： | 航运的优势在于长距离、大吨位、低能耗、对环境损害少，由此而带来的经济效益和环保效益是明显的。交通运输业如何落实科学发展观，充分认识和发挥航运的功能和作用，在长株潭“两型社会”综合配套改革试验区的建设中率先发展，对此提出了一些思考和探索。
