融合通信系统在海事管理中的应用研究

通信技术在我国海事管理工作中一直发挥着不可替代的作用,但是随着移动通信技术的迅速发展,过去单一、相互独立的通信方式越来越不能满足当前海事日常办公、安全监管及应急指挥的综合需求。该文针对海事管理各类业务通信方式缺乏整合的弊病,结合海事管理工作实际,提出建设海事融合通信系统,将各类音视频、即时通信、视频监控及视频会议等通信方式有机融合,从而有效提升办公、监管效率,并实现应急过程中的统一指挥、多层联动及高效协同。

Research on the Application of the Converged Communication System in China MSA Supervision

The telecommunication technology has always been playing an irreplaceable and vital role in maritime administration in China.However,along with the rapid development of mobile telecommunication,the previous isolated and independent communication methods can no longer meet the demands of maritime safety administration and emergency command.In view of the drawbacks of the current situation of maritime telecommunication systems,the paper proposes the establishment of integrative maritime communication system incorporating audio and video equipment,instant messaging,CCTV and video conference,etc.,so as to improve the efficiency of maritime supervision and achieve the goal of unified command,multi-layered coordination and efficient cooperation.
