| 摘 要： | 本文从多个侧面分析了交通拥堵问题，包括交通概念、交通系统构成、城市交通系统的评价、法律与道德、资源利用与社会公正等，提出在解决交通问题上，必须依靠系统的措施，主要在认识理念、法规道德以及交通组织与管理方面下工夫。公交优先战略是改善交通组织的重要措施。但应注意充分发挥公交系统的效率和提高其吸引力.

| Abstract: | The paper analyzes traffic jams in different aspects, such as traffic concept, traffic system composition, evaluation of urban traffic: system, law and moral in traffic field, utilization of traffic resources and social justice.
