| 摘 要： | 针对铁路工程建设造价普遍超概算的情况,分析了超概算的原因,提出应从项目投资决策、设计和实施3个阶段加强对建设项目的管理、监督和控制,从而有效控制工程造价,提高项目投资的经济效益和社会效益。
