| 摘 要： | 为对国际铁路工程项目进行综合客观的风险评估,采用层次分析法与模糊综合评判法的结合,建立国际铁路工程项目投标风险综合评估指标体系及相应模型。列举实例,并根据风险综合评估结果决策是否投标,避免或降低投标风险。

| Abstract: | This paper sets a comprehensive system of evaluating indices of bidding risks of foreign railway projects by combing the Analytic Hierarchy Process and the Fuzzy Comprehensive Evaluation.Then,this paper applies this model to a case and decides whether to bid according to the results of the comprehensive evaluation of risks. |
