| 摘 要： | 在对部队处突效能构成要素分析的基础上,遵循实用性、科学性、可行性以及静态与动态相结合等原则,结合武警部队处置突发事件的特点,构建了以突发事件的作战人员、作战装备、作战力量结合方式、作战环境为一级指标的多层次处突效能综合评估指标体系,并给出了三级量化指标的测评方法和分级标准。

| Abstract: | Based on the analysis of elements of military emergecy handing efficiency,the principles of practical,scientifical,feasible and combination of static and dynamic are followed,and the characteristics of armed forces handling of emergency are combined in order to construct a multi-level emergency handling comprehensive performance evaluation index system which regrads operation personals,operation equipment,military force and operation environment of emergencies,and gives the evaluation method and categorizing criteria of three-level quantitative indicators. |
