涉路工程安全评价问题研究

摘    要:针对涉路工程对公路自身结构安全和公路交通安全的影响,以及如何开展安全评价进行研究,涵盖涉路工程分类、安全评价指标内涵和安全定量化等问题。参考国外发达国家有关的技术法规,结合我国实际情况,按照空间位置关系和涉路工程自身性质,研究提出涉路工程的分类方案:跨越式、平交与接入式、穿越式、并行式、利用公路结构物等5大类;针对涉路工程的设计和施工问题,提出安全评价的主要指标:与公路的相对位置、自身结构安全、水土保持、环境保护、施工交通组织等;以下穿式涉路工程为例,说明安全评价指标和定量评价的主要内容。供路政管理和工程技术人员参考。

Abstract:It is the public interests for utihty facilities to be accommodated within highway right-of-way (ROW).The use and occupancy of the fight of way should not impair the highway,or otherwise should not interfere with the free flow of traffic.Based on those two key issues,the classification and safety assessment indexes and quantitative assessment about utilities within highway ROW are presented.R- eferring to the policies and guides for accommodating utilities within highway ROW of developed countries and based on situation in Chi- na,classification proposal on structures and utilities is put forward,including overhead structure and utilities,access onto highway, underground utilities,longitudinal utilities and installations on highway structures.Through analyzing and summarizing several safety as- sessment projects,assessment indexes for design and construction are proposed,including the position within ROW,structure safety, drainage,environment and work zone safety.Taking underground facilities as example,quantitative assessment methods are put forward for personnel in administration and construction.
