摘    要:提出了基于主诱因的单因素预警指标评判模型,主诱因包括了枯水、洪水、安全形势、通航秩序、气象、地质等6个预警因子。根据长江水上交通安全预警因子实例,建立了主诱因预警模型。针对预警管理的及时、准确性特点,构建了包含预警分析、预警对策和预警历史等3个子系统为基础的预警管理系统框架,并实现了预警等级评判和对策库的自动提取。

Abstract:An Early-warning model is proposed based on analysis of the following primary elements: water droop,flood,safety situation,navigation order,weather and geology index.In accordance with the characteristics of Yangtze River,the early-warning level is judged by both principle and induced reasons.In order to secure accurate and timing requirements from early-warning system,a software framework is developed,which consists of alert analysis,alert countermeasure and alert logging.The software can automatically judge risk levels and provide recommended countermeasures.
