| 摘 要： | 近年来,由于国民经济的持续快速发展,交通行业已成为国民经济的重要支柱产业,各类突发事件和交通事故给社会带来极大危害。通过分析应急预案在整个救援体系中的作用,结合我国应急预案的特点,提出适合黑龙江省道路运输的应急预案。

| Abstract: | Recently,since the national economy continues to develop fast,the transportation industry has become the national pillar industry,in which all kinds of accidental events bring the enormous harm to the society.Ana-lysis is made on the neccesity of emergercy plan in the whole traffic system,and provided a proper one suited to Heilongjiang province. |
