| 摘 要： | 根据高分辨率卫星影像的特点,探讨了利用不同时态的QuickBird数据,采用变化检测的方法,快速提取城市建设不一致信息,在规划审批资料的支持下,实现城市规划建设动态监察的技术和方法。通过对城市规划建设进行动态监察和定量化处理,为城市规划建设管理部门提供精确的城市发展状况分析,及时发现城市违法建设情况,从而提高城市规划建设管理部门查处违法建设行为的力度,实现城市管理的"数字执法"。

| Abstract: | Based on the characteristic of high-resolution satellito image,it presents multi-temporal Quickbird image is used by adopting the technique of change detection, and distilling urban construction variance information quickly. Being supported from the approval of the plan, the urban plan construction dynamic supervising is redized. Dynamic supervising and fix quantify to urban plan construction provides accurate urban expand status analysis for urban plan management department,and improves the punishment of lawless construction, resulting in "digital law enforce". |
