城市轨道交通建设规划资金平衡措施研究

城市轨道交通在我国蓬勃发展,一些地方出现了不顾自身财力,盲目申请建设城市轨道交通项目的现象,致使项目资本金不足,债务负担沉重,运营后又亏损严重。为了避免类似情况发生,在《城市轨道交通建设规划》审批中将重点考察申报城市的财政出资能力,其资金平衡能否达标直接关系到建设规划的可批性。针对资金平衡中不能逾越的3条红线,就如何解决资本金不足,消除资本金占地方财政公共预算收入的比例过高等方面的问题开展研究,提出开源节流的解决措施,为编制《城市轨道交通建设规划》提供思路。

Research on Balanced Measures for Urban Rail Transit Construction Planning

Urban rail transit is vigorously developing in our country,while some local authorities apply for the construction of urban rail transit projects regardless of their own financial abilities,which results in heavy debt burden and serious loss after operation. In order to avoid the occurrence of similar situations,the approval of construction application focuses on the financial investment capacity of the applicants and their balance of funds. In this paper,on the basis of the three warning red lines related to capital balance,the solution to the capital shortage and the elimination of the higher proportion of capital accounting to local public budget are addressed and measures for increasing income and reducing expenditure are put forward. The research results may provide some references for the construction of urban rail transit.
