| 摘 要： | 考虑代建单位的职责,结合各地招标确定代建单位时的评标标准,建立起对代建单位评选的指标体系。提出基于数据包络分析的代建单位评选方法,招标单位对各指标没有特别偏好时选用C2R模型进行计算评选;否则,选用C2WH模型进行计算评选。针对一般的DEA方法中,有效决策单元过多,不能完全确定出代建单位的中标候选顺序的问题,提出通过构造理想决策单元继续评价的改进方法。实例应用表明,运用数据包络分析方法进行代建单位的评选是合适的、可行的。 |
