新时代背景下中长期规划高速铁路网适应性探讨

《中长期铁路网规划》颁布以来,高速铁路发展取得显著成就,高速铁路网建设快速推进。随着中国特色社会主义进入新时代,这对高速铁路的发展提出了新的要求。由于新的"两个阶段"战略安排的时间节点(2035年与2050年)已经超出了2016版中长期高速铁路网规划的规划期限(2016～2030年)。为进一步优化完善高速铁路网规划,促进高速铁路的高质量发展提供基础支撑,基于我国中长期高速铁路网规划实施现状与规划效果分析,结合新时代区域协调发展、人民美好生活以及科技迅猛发展对高速铁路提出的新要求,从通道能力、质量、布局及科技发展等方面探讨了中长期高速铁路网规划的适应性。通过适应性分析发现,由于规划研究范围有限,2016版中长期高速铁路网规划逐渐显现一些不适应,无法充分满足新时代对高速铁路的新要求,需要适时修编。

Discussion on the Adaptability of the Medium and Long-Term High-Speed Railway Network Planning for a New Era

Since the promulgation of the ‘medium and long term railway network planning', the development of high-speed railway has made remarkable achievements, and the construction of high-speed railway network has been promoted rapidly. With the entry of socialism with Chinese characteristics into a new era, which puts forward new requirements for the development of high-speed railway. As a result of the new "two-phase" strategic arrangement of the time node(2035 and 2050) has exceeded the time limit of the medium-and long-term high-speed railway network planning in 2016(2016-2030). To optimize the planning of the high-speed railway network and provide the basic support for the high-quality development of the high-speed railway. Based on the analysis of the current situation and the planning effect of the medium and long-term high-speed rail network planning in China, and the new requirements of the high-speed railway in the regional coordinated development in the new era, the people's better life and the rapid development of science and technology, this paper discusses the adaptability of medium and long-term high-speed rail network planning in channel capability, network quality, network layout and technological development.Through adaptability analysis, it is found that due to the limited scope of planning research, the planning of the high-speed railway network in 2016 gradually shows some aspects, which is not fully compatible with the new requirements for the high-speed railway of the new era, and needs to be revised in time.
