摘    要:为了消除由于长期受计划经济体制影响, 中国铁路实行政企合一、大一统管理体制, 处于自然垄断和行业行政垄断的交织中, 造成社会公共利益的损害, 分析了中国铁路的市场地位、固有的经济特性、自然垄断属性与现行体制下的行业行政垄断性, 论述了在全面适应市场经济体制要求和深化经济体制改革情况下, 打破独家垄断铁路的必要性和可能性, 提出了正确认识与消除政企合一, 促进市场竞争, 加速投融资体制和产权结构改革, 构建公司制企业和放松铁路价格政府管制等打破垄断铁路经营管理的系统化措施。

Abstract:Under the long influence of planned economy system, Chinese railway system has the characteristics with the combination of government and enterprise, uniformed operation management, the monopoly of nature and administration, they are harmful to the social common benefits. Its market role, economic characteristics, dignities of natural monopoly and administration monopoly were analyzed. The necessity and possibility to break down the railway situation of unique monopoly in order to adapt to the demands of marketing system and deep economy system reforming were studied. It is pointed out that breaking down the monopoly needs to wipe out the combination system of government and enterprise, form the competition system depending on fast rail development, fasten the reform of railway investment system and ownership construction, creat the firms according to market company system, and loosen the governmental control on the tariffs. 5 refs.
