Abstract: | This article addresses the need for an improved methodology for the allocation of public transit operating subsidies (PTOS) by the provinces in Canada, to their respective municipalities. A PTOS allocation procedure which may be adapted by each province to meet its individual objectives is proposed. This allocation procedure consists of a two-part grant, the first is population-based in consideration of attributes of the urban area and the second is performance-based, in consideration of attributes of the transit system itself. Issues of implementation concern primarily extended data collection methods and the need for consistency in the use of transit system performance measures. |
