| 摘 要： | 近几年,中国沿海港口建设发展迅速。作为《全国沿海港口布局规划》确定的5个港口群体之一,环渤海地区的港口建设如火如荼,到处一片繁忙景象。河北曹妃甸港区和天津滨海新区等超大型工程项目建设的开展,聚集了大量种类繁多的砂石运输、施工船舶。挖泥船、打桩船、拖轮、起锚艇、吸砂船、吹砂船、运砂船、渔船、驳船、小型交通船等在港区水域作业航行,来来往往、纵横交错,水上交通安全形势复杂多变,事故时有发生。
