| Abstract: | In this article bidding decision making is divided into two stages, viz. pre-bidding decision making and comprehensive decision making. It conducts a detailed discussion on the procedures, influencing factors and methods of decision making in the pre-bidding stage and performs an analysis of frequently used quoting tactics in the comprehensive decision making stage. |
