| 摘 要： | 对船舶的安全和防污染的管理可概括为船舶的监督管理和技术检验.船舶的技术检验包括法定检验和入级检验两个部分,在海事局组建以前,船舶的法定检验技术规则和船舶入级检验规范均由中华人民共和国船舶检验局(中国船级社)组织制定和实施.1998年交通部进行的体制改革使中华人民共和国船舶检验局和中华人民共和国港务监督局合并组成中华人民共和国海事局,船舶技术检验的法定部分将由海事局制定和组织实施.
