| 摘 要： | 如何有效处置各类安全生产事故，已是目前国内外政府、行业组织积极开展的研究课题。根据目前水运企业安全生产事故应急预案的特点，依据国家和行业有关规定，提出了应急预案编制的依据、基本原则和方法，以及应急指挥系统的设计，为进一步增强水运企业安全生产事故应急预案的针对性、有效性，提高企业应对各类突发事件的能力和水平提供借鉴和依据。

| Abstract: | How to deal with the emergency and accident is a hot issue concerned by govern- ment and water transportation industry over the world. According to the characteristics of emergency planning in water transportation industry and relevant regulations, the paper proposes the reference, basal principle and method for emergency planning as well as the design of emergency management system, so as to improve the efficiency of emergency planning of the industry. |
