| 摘 要： | 高速公路计重收费，即按实际称重的车货总质量和行驶的里程收取通行费用，在治理超限运输，保护道路，减少事故方面发挥了重要作用，但目前国内的计重收费还没有统一标准。在参照美国AASHO路面损坏法则的基础上，提出了完全计重收费模式下收取车辆通行费的模型。该模型充分考虑道路使用者的公平性，对于建立全国统一的计重收费标准提供参考。
