摘    要:房地产开发业的过度增长是城市交通需求过快增长的一个基本原因。2004年初,北京市交通委员会会同市规划委和相关部门对市域范围内新建或改扩建项目交通影响评价进行评议。一方面可以适度控制项目的建筑规模,使项目生成的交通量处于项目周边路网可以承受的范围内;另一方面可以对项目的外部和内部交通组织进行优化,使进出人流和车流畅通。通过建设项目交通影响评价适度控制开发规模,是从源头上控制交通需求、缓解或是延缓交通拥堵的必要和有效的手段。简述了北京市交通影响评价的基本情况,并基于此分析了城市建设与交通的发展。

Abstract:Overwhelming real estate developments are one of the primary causes for rapid and continuous increase of traffic demand.In Early 2004,Beijing Municipal Com-mittee of Communication,in cooperation with other gov-ernment agencies,initiated and organized the traffic im-pact analysis procedure for proposed new land develop-ment projects and expansion projects in Beijing.The purpose of this procedure is intent to reduce the construction scales and control the amount of newly generated or attracted traffics under the available capability of the surrounding road network.This procedure can also stream-line the surrounding and site traffics of these projects with the traffic measures generated from the analysis.It is believed,and has been proved in part,that traffic im-pact analysis is a necessary and effective instrument to control the development scales and reduce or postpone the predicted traffic congestion in Beijing.This paper has provided an overview of the TIA procedure and an example of the case study.
