| 摘 要： | 简要介绍国内效能评估研究的现状，分析了复杂系统的特性及其对效能评估的影响。通过对国外几种军事装备效能评估框架的介绍和比较，结合COBP方法提出了基于仿真的复杂军事装备效能评估的评估框架。

| Abstract: | The development status of effectiveness evaluation interiorly is summarized, and characteristic of complex systems and influence to evaluation are analyzed. Based on the introduce of several oversea evaluation frameworks, and combine with the COBP methods, effectiveness evaluation frameworks of complex system based on simulation is constructed. |
