宋代社会救灾制度及其对当代社会保障的启示

宋代天灾人祸频仍,战争不断,但由于朝廷重视社会救济工作,因此,终两宋三百多年,社会仍然避免了失控状态,朝廷对社会的控制还较稳固。所有这一切,与宋朝廷较为完善的社会救济政策密不可分。宋代社会救灾政策具体包括灾前社会救济政策、受灾时期社会救济政策与平时社会救济政策三部分,其中的思想与实践对完善我国现阶段的社会保障制度有很强的借鉴意义。

Social Relief System of Song Dynasty and its Implications for Contemporary Social Security

Despite the incessant catastrophes in Song Dynasty, the imperial court paid great attention to the social relief work. Thanks to its relatively perfect social relief system in three stages： pre-disaster, during disaster and in daily life, the society was not out of control and the imperial court still kept firm control of the society at the end of Northern and Southern Song dynasties which lasted for more than 300 years. Therefore, its ideas and practice can still have strong implications for the establishment of the disaster relief and rescue system of contemporary China.
