城镇内涝防治标准的实现

摘    要:针对日益多发的城镇内涝灾害,国家对《室外排水设计规范》进行了修订,增加了内涝防治内容,同时发布了《城镇内涝防治技术规范》。因此, 通过探讨如何通过系统设计实现内涝防治目标, 提出根据降雨雨型确定内涝防治降雨强度和降雨历时,对源头减排、排水管渠、排涝除险设施设计规模统筹考虑,达到内涝防治目标。

Abstract:Aiming at the increasingly frequent urban waterlogging disasters, the Outdoor Drainage Design Specifications has been revised by the state, and the contents of waterlogging control are added. At the same time, the Technical Specifications for Urban Waterlogging Control has been issued. How to realize the goal of waterlogging control through the system design is discussed. It is proposed to determine the rainfall intensity and rainfall duration of waterlogging control according to the rainfall pattern. The design scales of source emission reduction, drain channel and waterlogging and danger control facilities are planned and considered as a whole in order to achieve the goal of waterlogging control.
