投资项目的费用效益识别质量影响着投资项目评价结果的科学性，站在维护国家整体整体得奖的的角度，运用波及影响的理论，充分考虑了项目之间的直接和间接作用，给出了国家投资项目费用、效益识别的思路和方法，并以铁路建设项目为例以应用。

Distinguishing of the Radiating Benefitof Investment Projects

Investment is an important means by which national economic and social development are promoted. The cost and benefit distinguishing quality of an investment have direct influences on the appraisal result of an investment project. From the viewpoint of guaranteeing the benefit of the whole country, by use of a concept of radiating effect, and with the direct and indirect actions between projects being fully considered, thought and method for distinguishing the cost and benefit of national investment project are presented, with an example applied to a railway construction project. In this method, much attention is paid to the distinguishing of non economic benefit. It provides an effective benefit distinguishing method for quantitative analyses of construction project appraisal, and it is easy to be practically operated and suitable to be used in the appraisal of national investment projects.
