浅析老港区开发与改造工程的前期工作

在当前我国经济发展面临全面转型的新时期,许多沿海港口城市面临如何调整港口与城市的空间结构关系的问题,开辟新港区和老港区的开发改造已成为沿海地区港口建设的重要内容。在研究国外港口的成功经验和分析秦皇岛港老港区开发改造工程前期工作的基础上,强调在进行项目可行性研究前,要针对老港区开发改造的战略定位、概念规划、主题策划、控制性详细规划、片区策划等问题进行系统性研究。

Prior-period Work for Development and Reconstruction of Existing Harbor Area

In the overall transformation period of China economic development, many coastal harbor cities are faced with a problem, i.e. how to adjust space structure relation between harbor and city. By now, the key points of harbor construction are to construct new harbor area, develop and reconstruct the existing harbor area. Based on the successful experiences of overseas harbors, by analyzing the prior-period work for the development and reconstruction of Qinhuangdao existing harbor area, we emphasize that systematic research must be done for the strategic localization, concept layout, subject planning, controllable detailed layout and section planning of existing harbor area development and reconstruction before engineering feasibility study.
