| 摘 要： | 车载电子标签(OBU)的发行管理开发是高速公路电子不停车收费系统(ETC)应用研究的一部分。文章介绍了OBU发行控件的基本功能需求,阐述了OBU发行管理的具体流程、安全要求及初始化发行系统,并指出OBU的发行管理保证了ETC的安全稳定运行,为ETC的全面推广提供了切实可行的便利条件。

| Abstract: | The issuance management development of On Board Unit（OBU）is a part of appli-cation study of expressway Electronic Toll Collection System（ETC）.The article introduced the basic functional requirements of OBU issuance control,described the detailed processes,safety requirements and initialization issuance system of OBU issuance management,and pointed out that the OBU issuance management ensured the safe and stable operation of ETC,providing the practical and feasible conveniences for the overall promotion of ETC. |
