道路超限运输治理中的合谋行为理论研究

对超限超载货物运输治理理论的研究是长效治理超限超载的基础工作。首先运用经济学的逻辑方法,从道路的公共性、超限超载的外部性、超限超载的经济动力及机制等角度对我国公路超限超载问题做出了经济学解释;随后,运用博弈论的理论和方法,对超限超载运输治理中道路监管部门与运输企业之间的合谋问题进行分析,试图建立运输企业、道路监管部门和政府的博弈模型,并通过这一模型分析运输企业与道路监管部门之间的合谋行为;最后,通过"政府—监管部门—运输企业"三者之间的博弈模型,探讨建立预防道路监管部门与运输企业之间形成合谋的内在机制。以期从理论上系统认识这一问题,为构建长效治理机制提供理论依据。

Theory Research on Collusive Behavior of Road Over-Limited and Over-load Transportation

The research on theory of over-limited and over-load transportation is the basic work of long-term effective control.Using the economics logic method,the problems about the over-limited and over-load transportation are explained from the following aspects: the public nature of highway,external nature,economic power and mechanism of over-limited and over-load transportation.Then,on the game theoretical model theory and method,the collusive behavior between road management side and transportation enterprise is analyzed,and the game theoretical model among the road management side,transportation enterprise and government is tried to build,and this game theoretical model is also used to analyze the collusive behavior between road management side and transportation enterprise.Last,based on the game theoretical model among the road management side,transportation enterprise and government,building the inherence mechanism of preventing collusive behavior between road management side and transportation enterprise is discussed,so as to recognize the problem of over-limited and over-load transportation from theory sight,and to provide theory model evidence for establishing long-term effective control mechanism.
