公路运输车辆载重规制生成机理研究

摘    要:从交易成本经济学的角度分析了车辆载重规制的经济、技术特别是制度背景,揭示了公路市场中资产专用性、不确定性及机会主义风险等特征的存在;首次提出了公路"荷载通行权"的概念,并以之为切入点研究得出车辆载重规制是一种配合公路市场三方治理结构的公路企业间的协调机制,其作用在于缓解公路市场中的机会主义问题,提高整个公路网的运输效率。在此基础上阐述了车辆载重规制的生成机理。

Abstract:This paper analyzes the generative mechanism of highway vehicle weight regulation using transaction cost economics(TCE).Based on reviews of economic,technical and institutional characteristics in transportation system,the concept of vehicle weight pass-right is brought forward and the governance structures of road-use market are explored considering asset specificity,uncertainty and transaction frequency.Conclusions are gained that vehicle weight regulation belongs to the third-part governance structure and is used to harmonize the strained relationship between road enterprises and freight enterprises.The vehicle weight regulation should be adjusted according to demand of local governance structures.
