| 摘 要： | 为满足排污许可制度下的环境管理需求,使环保领域的企业管理更好地由“被动式”向“主动式”转变,由“粗放型”向“精细化”转变,进而保证企业更加平稳、高效地运行,迫切需要基于信息化手段的“环保管家”服务。阐述“环保管家”的发展背景和排污许可制度,指出实施排污许可制度面临的问题和“环保管家”服务能力的转变,在此基础上提出排污许可制度下的“环保管家”服务方案。分析认为,环保企业应依托“环保管家”,结合企业精细化、自主式和全过程服务需求的转变,将排污许可证的要求纳入集环保咨询、环保检查、污染防治、污染监控、风险管控、总量控制、清洁生产和企业管理等于一体的服务系统中。
