关于铁路建设工程施工图审核管理的思考

研究了我国施工图审查制度的发展历程和专业工程分类管理制度。分析铁路建设工程施工图审核制度具有的建设行业制度共性,并通过监管机构和职能、工作方式和内容、审图机构人员资质要求的对比,分析其不同于房屋建筑和市政基础设施工程施工图审查制度的特性,及其所依据的法律和技术要求。就进一步改进完善铁路建设工程施工图审核制度,研究提出了依法区分审核监管责任和审图责任,推进审核管理标准化建设,提高从业人员专业素质的建议。

Research on Construction Drawing Audit Management of Railway Projects

The author researched the development course of China's construction drawing audit system and the classified management system of the specialized projects.Then,the common characteristics were analyzed between the construction drawing audit system of railway projects and that of the whole construction industry.Afterwards,the author carried out the comparison and analysis on the characteristics as well as the legal and technical requirements of construction drawing audit system of railway projects which were different from both house construction projects and municipal infrastructural projects,concerning these issues as below: the administration department and its function,work mode and content,and the qualification requirement for both the drawing audit agency and personnel.Finally,considering how to improve and perfect the construction drawing audit system of railway projects,the author researched and put forward three suggestions as below: distinguishing the management responsibility from the construction drawing audit responsibility according to the law,enhancing the standardization of construction drawing audit management,and improving the professional quality of the employees.
