关于保险资金投资交通基础设施的思考

通过对当前我国公路、水路交通基础设施建设的资金需求及融资变化,以及我国保险资金近年来的增长趋势,尤其是2000年到2007年我国保险收入及保险总资产的增长趋势进行深入的分析,充分了解我国保险资金的运用现状。研究我国保险资金投资交通基础设施的相关政策,找出政策中在投资范围、投资方式和投资规模等方面存在的限制。以平安信托保险资金对山西省内三条高速公路进行的股权投资和采用了股权融资方式的京沪高速铁路为例讲解了保险资金投资交通基础设施的个案。根据交通基础设施建设的特点,提出了以交通规费担保建立交通基础设施建设担保资金、发展交通产业投资基金、信托投资和股权投资为引入保险资金的理想投资模式。

Pondering of Insurance Funds Investment in Transport Infrastructure

Through the deep analysis of funds demand,financing change of China's road and waterway transport infrastructure construction and the increasing trends of China's insurance funds,especially the analysis of the increasing trends of China's insurance income and total insurance capital in the period from 2000 to 2007,the current situation of China's insurance funds was understood sufficiently.The relative policies of China's insurance funds investment in transport infrastructure were discussed,and the limits in the aspects of investment ranges,investment modes and investment dimensions were found out.Taking the cases of the invested three expressways in Shanxi province with the equity investment and the invested Beijing-Shanghai High-speed railway with the equity financing by Ping'an trust insurance funds as the examples,the insurance funds investment in transport infrastructure was explained.It was put forward that taking transport fees to guarantee the establishment of the transport infrastructure construction guarantee funds,the development of the transport industry investment funds,trust investment and equity investment as the ideal modes of investment for insurance funds based on the characteristics of transport infrastructure construction.
