惩治和预防腐败行为的延伸与拓展方向浅析

惩治和预防是反腐败必须采取的两种行之有效的手段;惩治的作用在于震慑腐败行为,而预防的目的在于遏制腐败行为。因此,两者之间是协同并举的关系,既不能偏废一方,也不可厚此薄彼。要从源头上惩治和预防腐败,必须重视研究政治和经济领域内的腐败现象,逐步铲除政治和经济领域内滋生腐败的土壤和条件。本文从政治、经济领域滋生腐败行为的原因分析出发,指出了在政治、经济领域内惩治和预防腐败行为的延伸与拓展方向。

Analysis of Extension Direction of Punishing and Preventing the Corrupt Act

The prevention and the punishment are two effective ways to struggle against the corruption,for the punishment frightens the corrupt act while the prevention means to contain the corrupt act,thus the relation between them is coordinate.Neither can we emphasize one at the expense of the other,nor favore one more than the other.In order to punish and prevent the corruption thoroughly,more attention must be paid to researching phenomena in fields of politics and economy.Moreover,the soil and conditions in which the corruption plants in fields of politics and economy must be gradually rooted out.On the basis of the reason to plant the corrupt act in fields of politics and economy,the extension direction of punishing and preventing the corrupt act in these two fields is pointed out.
