关于促进城市公共交通发展的若干政策建议

在深入分析我国各级政府实施公交优先发展战略中存在的问题及其深层次原因基础上，明确提出将城市公交的发展上升到国家战略层面，并建立一个目标明确、战略清晰，可分解、可考核、可报告的公交发展战略体系；在此基础上，提出财税、效率、价格、规划、竞争、评价、能源等七个方面的优先发展机制和政策建议。

Suggestions on policies of promoting urban public transport

Through analyzing the problems of policies for the preferential developmen-t of public transport by governments of all levels, the thesis finds out reasons and puts forward solutions. The thesis clearly points out that public transport development sh-ould be promoted as the national strategies, and public transport strategic system sho-uld be established, which has a clear goal and can be decomposed and assessed. Moreover, several suggestions are put forward in the aspects of tax, efficiency, price, planning, competition, assessment and energy sources.
