| 摘 要： | 考虑到三沙市特殊的战略位置,提出在三沙市规划建设集维权、开发和保护等为一体的人工岛的建议。阐述该项目规划建设的必要性和紧迫性。从建设物流补给综合交通枢纽等 4 个方面,提出人工岛的功能布局设想。提出科学统筹规划、循序分期实施的策略,并提出若干建议,可供参考。

| Abstract: | Considering the special stretagic status of Sansha Municipality, a suggestion of Sansha Municipality building-up as a man-made island which intrgrated state-right-safeguard, development and maintenance as one. The necessity and urgency of this item are stated. Then the function distribution plan are put forward from 4 aspcts, such as building up logistics hub etc.. Meanwhile the tactics of scientific overall planning and implementing by stages and several suggestions are put forward, which could be referenced. |
