文中根据对韩国、俄罗斯、加拿大等国海洋管理和海上执法机构的考察研究，揭示了海洋大国海洋管理与海上执法机构体制的基本特点和一般规律，阐述了我国加强海洋管理和海上执法、建立高层涉海协调机制和整合海上执法资源的重要性，也探讨了海上执法机构体制改革可能的走向。

What I have learned from other countries' organizational systems for oceanic and coastal law-enforcement

This paper, based on the research and study on the oceanic and coastal law-enforcement organizational systems of Korea, Russia, Canada and other countries, provides its views on the general regularity and characteristics of the oceanic management organizational system for maritime law enforcement in maritime countries. This paper also highlights the importance for our country to enhance the oceanic management and maritime law enforcement, to establish the high-level maritime related coordination system and to integrate the maritime law enforcement resources. Furthermore, this paper probes the possible trend the system reform.
