摘    要:简要介绍了GIS、ECDIS和AIS等6种系统,分析了应急决策系统的特征及其优越性,介绍了应急决策系统的设计,环境污染事故指标系统。通过这些系统的综合应用,对可能发生或已发生的环境污染突发性事故进行预警及准确分析,建立各种事故预防、监测、分析、处理、灾后恢复的数据库。该技术是全球范围对各类码头,特别是以化工码头造成的环境污染事故进行应急决策为研究对象。

Abstract:This paper introduces 6 systems,such as Geographic Information System(GIS),Electronic Chart dcsplay and Information System(ECDIS),Automatic Identification System(AIS),Global Positioning System(GPS),Global System for Mobile Communication(GSM)and Experts System(ES).It analyses characteristics,superiority and design of the emergent decision system.Also it introduces command system for the environmental pollution.The paper demonstrates the validity,stability and extensibility through application instance.
