摘    要:随着城市轨道交通快速发展,利用社会资本发展城市基础设施建设,促进城市经济发展、改善城市生态环境、优化城市结构、实现城市可持续发展已成为一种趋势。在PPP建设模式下,加强轨道交通规划场站综合开发是解决建设运营的资金筹措、轨道交通可持续发展的关键所在。以PPP模式下天津市轨道交通建设为例,通过与国内其他城市相对比,结合天津市轨道交通综合发展中存在的困难及优势,运用层次分析法对各问题因素影响程度进行权重计算,得出缺乏政策引领及高昂的金融债务对项目的实施影响最大的结论,并提出轨道交通综合开发建设在探索多元化的开发合作及融资模式时,还应与城市规划紧密结合的发展策略与建议。

Abstract:With the rapid development of urban rail transit,it has become a trend to use social capital to develop urban infrastructure construction,promote urban economic development,improve urban ecological environment,optimize urban structure and realize urban sustainable development.Under the PPP construction mode,strengthening the comprehensive development of rail transit planning stations is the key to solve the financing of construction and operation and the sustainable development of rail transit.With Tianjin Rail Transit Station under PPP mode as an example,by comparing with other cities in China and combining with the difficulties and advantages in the comprehensive development of Tianjin Rail Transit,this paper uses AHP to calculate the influence degree of each problem factor,concludes that the lack of policy guidance and high financial debt has the greatest impact on the implementation of the project,and puts forward development strategies and suggestions that the comprehensive development and construction of rail transit should be closely combined with urban planning when exploring diversified development cooperation and financing mode.
