"内河航道"覆盖范围的讨论

“内河航道”覆盖范围到潮区界、潮流界、还是河口口门或口外海滨段,这是航道界分歧较大的问题之一,为更好地进行航道的管理与维护,以及各相关规范标准的明确与一致,有必要讨论与尽可能统一认识。本文从内河航道的定义、潮汐河口段水沙条件分析出发,列举了部颁有关规范的适用范围和几位专家的看法,并分析了产生意见分歧的原因。最后从航道维护的角度提出了作者的观点与建议,希望航道同仁们能进一步深入讨论。

A Discussion about the Covering Scope of "Inland Waterway"

It is a problem with great divergence of view that whether "inland waterway" covers to the tidal limit, tidal current limit, estuary entrance, or sea beach outside estuary. To realize better management and maintenance of waterway, and keep consistence with corresponding standards and codes, it is necessary to carry out a discussion and unify various views. Starting from the definition of inland waterway and analysis of water-sediment condition at tidal estuary, this paper lists the applicable scope of relevant codes stipulated by MOC and views from some experts and analyzes the reasons of divergence of views. At last, the paper puts forward the ideas and suggestions of the authors from the point of waterway maintenance, hoping for a further discussion among colleagues in waterway field.
