| 摘 要： | 探讨了航运安全文化的起源和发展,介绍了ISM规则、STCW 95公约和PSC检查在航运安全文化建设中的里程碑作用和航运安全文化的观念碰撞,提出了航运安全文化的适用范围、航运安全文化的理念和安全共建的方案。

The Discussion on Construction of the Shipping Safety Culture |

| Abstract: | This article discussed the origin and the development of the shipping safety culture,introduced the role of milestone which the ISM Code,the STCW 95 and the PSC played during the construction of the shipping safety culture and the thought conflict. It produced a method of general establishment of the application area and the concepts of the shipping safety culture. |
