京沪高铁周边环境安全隐患智能监测体系研究

摘    要:高铁周边环境安全隐患监测是保障高速铁路运营安全的基础,有助于预防高铁周边受自然环境和人类活动引起的安全事故的发生。以目前京沪高铁委托管理模式为依据,调研了京沪高铁周边安全隐患管理现状,研究了其安全隐患监控措施和整治办法,形成了闭环管理系统,在内外协调时采用“双段长制”;建立了基于高分辨遥感变换检测技术和北斗智能巡检终端的智能安全隐患监控流程。周边环境隐患智能监测系统利用智能技术构建了“人防-物防-技防”的天地一体化高铁安全隐患防控体系,解决了京沪高铁沿线各站段之间安全隐患信息不能相互共享、相互参考的问题。

Intelligent monitoring system for surrounding environment safety hazard of Beijing-Shanghai High-speed Railway

Abstract:High-speed railway surrounding environment safety hazard monitoring is the basis for ensuring the safety of high-speed railway operation, and helps prevent the occurrence of safety accidents caused by natural environment and human activities around the high-speed railway. According to the detailed investigation on the current situation of safety hazard of Beijing-Shanghai High-speed Railway, combined with the present management model, this paper researched the monitoring measures for safety hazards, formed the closed-loop management system of safety hazards, adopted the " double-chief system" in the internal and external coordination, established an intelligent safety hazard monitoring process based on high resolution remote sensing transformation technology and Beidou intelligent inspection terminal. The system constructed an integrated prevention and control system for high-speed railway safety hazard of " people defense, material defense, technical defense " by using intelligent technology, solved the problem that the information of safety hazards between different stations along the Beijing-Shanghai high-speed railway could not be shared and referenced each other.
