| 摘 要： | 在加快西部市场经济发展中,必须重视地方政府的作用,强化地方政府的职能与角色转换.文章以西部大开发为基础,结合地方政府职能的理论依据与制度约束,分析地方政府在职能定位上的不规范行为,提出了西部地方政府职能定位与角色转换的一些思路.

| Abstract: | In the development of promoting western marketing economy, we should emphasize the roles of the local government, and strengthen the function of local government and character transforming. This article makes western exploitation as an example. It analyses the abnormal behaviors of local government in function locating and puts forward some thoughts through combining the theoretical basis and institution constraints of the local government. |
