城市轨道交通控制保护区内安全因素分析与对策

城市轨道交通控制保护区内的既有管线、工程作业、树木、违章建筑、排水设施等是影响城市轨道交通安全的重要因素。近年来,由于管线渗漏、工程事故、树木及违章建筑侵界、排水设施不足等原因造成的城市轨道交通停运、车站及隧道进水、施工塌方等问题时有发生;城市轨道交通控制保护区涉及的管理部门较多,管理难度较大;应主要从加强宣传、明确各部门职责、完善制度和规范、建立相关机制、完善配套设施、加强巡查等几方面着手,提高安全管理水平。

Pipelines,engineering activities,trees,illegal buildings and sewages in the area of urban rail transit reserve have a significant impact on urban rail transit safety.Because of pipeline leakages,construction accidents,trees and illegal buildings intruding into urban rail transit clearance,lack of drainage facilities and other reasons,problems like urban rail transit breakdown,water inflow into stations and tunnels,construction collapses occurred frequently in recent years.Too many administrative departments make it too difficult to manage the urban rail transit reserve.The main measures to improve the level of safety management is to intensify education on the problem,clarify the responsibilities of various departments,improve the regulations and rules,establish relevant mechanism,perfect allocated facilities and strengthen inspections.
