| 摘 要： | 作为国民经济的“先行官”，交通基础设施在经济发展初期和中期适度超前发展具有客观必要性，但交通基础设施投资的巨大需求和投资缺口是摆在中国政府面前的一项严峻课题，通过对交通基础设施融资问题的成因分析。可从理论角度探寻解决思路。

| Abstract: | As the vanguard of national economy, it is necessary for transportation facilities to development in advance during primary and middle stages of national economy. The great need and investment scarcity of transportation facilities is an austere subject for Chinese government. The causes of the financing problem are analyzed so as to find out solution from the theoretical angle. |
