| 摘 要： | 介绍了城市轨道交通项目负债融资的一些理论基础，包括公共品理论、啄食顺序理论和项目区分理论.针对我国城市轨道交通项目所需资金巨大，单靠财政、银行贷款不能解决问题的现状，探讨了城市轨道交通项目通过发行市政债券的负债融资模式，阐述了发行市政债券的必要性、可行性及发行市政债券的思路.

| Abstract: | Following the development of a city, urban mass transit has been widely constructed. Because of the conflict between giant construction funds and limited financial capacities of the government, it is necessary to make new approaches to UMT finance. The paper discusses the mode of municipal bonds based on the theories of debt financing, and clears up the necessity and feasibilty of issuing mumicipal bonds. |
