大城市交通拥堵管理策略与方法——以深圳市为例

现阶段我国大城市交通拥堵问题严重，亟须适合城市发展特点的交通拥堵管理策略与方法。为全面、系统地进行交通拥堵评价和管理，依据不同的交通拥堵成因和表现特征，将交通拥堵分为常态拥堵和动态拥堵两类，并分别介绍了相应的管理对策。在借鉴美国和北京拥堵管理实践经验的基础上，结合深圳市城市发展特点，提出深圳市交通拥堵管理策略与方法。依托交通拥堵评估与管理系统，重点提出了分区域差异化的拥堵管理政策，并制定了具体的措施方案以及2011—2015年每年的行动计划。
