| 摘 要： | 着眼于欠发达地区中小企业技术创新的特征，即倚重渐进性技术创新、倚重技术创新过程、学习意识的淡薄和核心能力的不充分四个特征，力图回答欠发达地区中小企业技术创新战略所要解决的三个问题，即欠发达地区中小企业技术创新中技术变革快慢的决定因素，采取的技术创新战略，战略制定过程中包括的内容。
