公铁建设占用保护性地类的法规解读及解决对策

我国土地资源十分紧缺，减少公铁建设对重要地类的占用对保护我国土地资源具有重要的意义。本文在对我国保护性地类的概念、发展、管理等方面进行梳理的基础上，对公铁建设占用基本农田、生态公益林和基本草地时涉及的有关法规条例进行解读，根据不同的保护性地类的法规条例要求，阐述了公铁建设占用保护性地类的处理原则和方法，提出了部分对策和建议。
